Have you read the recent final ruling by the U.S. Department of State and Department of Commerce that changes the classification of Toxicological, Chemical, and Biological Agents, as well as Directed Energy Weapons? Do you understand how your business operations are impacted by these changes? The regulatory changes bring on an entirely new set of regulatory requirements under the Department of Commerce’s Export Administration Regulations (EAR) that businesses in these fields must understand. It’s critical for companies to understand what portion of their portfolio now falls under the EAR versus what portion remains under the Department of State’s ITAR – and to update their internal export compliance program accordingly – in order to limit the risk of unintentional violations and steep government fines.
This webinar will dive into the 9X607 and 9X619 Export Control Classification Numbers (ECCNs) under the EAR that now cover physical commodities and technologies that were formerly under the ITAR regulations. The essential elements of the ITAR’s Category XIV/XVIII and the EAR’s relevant 600 series ECCNs, along with their associated requirements, will be reviewed. We’ll discuss the list of items controlled, licensing requirements, license exceptions your business might be able to leverage, technology control plans, compliance program suggestions, and more. There will also be plenty of opportunity for participants to ask live questions so you walk away with an understanding of the next steps to update your export compliance program.

Jennifer Saak is the Managing Director of Traliance, a firm she founded that provides export control services for technology and research organizations in the public and private sector.
Dr. Saak has 20 years of experience in export controls compliance and scientific research at Fortune 500 companies. She has provided compliance solutions to top U.S. research universities, leading academic medical centers, non-profit research organizations, and a variety of industrial companies. Her expertise is in export controls risk assessments, commodity and technology classifications, training, deemed exports, and business process improvements. Dr. Saak has designed and delivered training on export controls compliance for teams based in the United States, Europe, Saudi Arabia, India, China, and Japan.
Prior to forming Traliance, Dr. Saak was the Technology Trade Compliance Leader of a $50 billion multi-national petrochemical company based in Saudi Arabia. In that role, she created and led a team responsible for developing export compliance processes for sites located in 10 different countries. Dr. Saak created a global classification process for a product and technology portfolio regulated by multiple export control classification numbers. She also served as a research engineer with General Electric (GE), developing advanced polymeric and ceramic materials for various industries, including transportation, energy, automotive, pharmaceutical, and consumer electronics.
Dr. Saak is an active speaker for the Association of University Export Control Officers (AUECO), National Council of University Research Administrators (NCURA), and Society of Research Administrators (SRA) International. She has 7 U.S. and international patents, 6 technical publications in peer-reviewed journals, and multiple management and innovation awards. Dr. Saak earned a Ph.D. in materials science and engineering from Northwestern University and a B.S. in materials science and engineering from Cornell University. She is also a certified Six Sigma Black Belt with a focus on business process improvements.
