Survey of Electromagnetic Battle Management (EMBM) Concepts



Course Description:

One of the most pressing deficiencies in recent joint operations has been trying to achieve coordinated and cohesive operations within the Electromagnetic Environment (EME).  Decades of “Lessons Learned” and interference reports have culminated in a realization that anything that operates in the EM spectrum (communicates, radiates, locates) must be effectively managed.  This short survey course will review current processes in EW and Spectrum Management, but will also outline many of the requirements and challenges of building an effective EM Battle Management architecture.

  • The Electromagnetic Operational Environment (EMOE)
  • Relationship and distinctions between ES and SIGNT
  • EW targeting concepts
  • Spectrum Management
  • Dynamic Spectrum Access and Cognitive radios
  • Concepts of EW and EM Battle Management (EWBM & EMBM) 
  • Description of the Airborne Electronic Attack Systems of Systems (AEA SoS) strategy
  • A brief look at EWBM/EMBM projects currently in development

Speaker and Presenter Information

Robert Samuel  Mr. Samuel is a retired USN Electronic Warfare Officer / Cryptologic Technician who works in Defense / EW education and training.  He currently supervises a team of subject matter experts who provide instruction and facilitate lessons in the practical application of operational and tactical electronic warfare (EW) and cyber capabilities.   He has experience conducting EW operations for Carrier Strike Group operations on CVN, CGN, DDG, FFG and LCC platforms.  He served as the EWO in Al Taqaddum, Iraq for the Joint Composite CREW Squadron Electronic Warfare Officer employing multiple CREW system configurations.  As part of Naval Space Command, he was the Defense Support Program (DSP) crew chief and crew trainer for the 460th Space Wing, and deployed supporting Joint Tactical Ground Station (JTAGS) operations and continued as a JTAGS instructor at the 381st Training Group.  As an adjunct faculty member at Colorado Technical University he instructed courses in computer science and systems engineering.  Mr. Samuel is credentialed by the Navy, Air Force, and Army as an EW / Cyber instructor and holds a Bachelor of Science in Computer Science, and Masters of Science in Information Systems Security.
